I think @Duthomhas and @Grey Wolf have been here the longest. I notice Duthomhas joined about one month after this site went up (in 2008), and Grey Wolf joined a few days after. I've been lurking here since about 2010, but only got an account recently.
It looks like a guy named "martinlb" is the site's main admin. I'll try sending him a PM about the article, although his last comment was in 2009.
Clamato juice, potato vodka, Worcestershire, and lime juice. That sounds even worse than my mixture of homemade mead, Oregon Grape juice, and a drop of Dave's Insanity Sauce. Means I'll definitely have to try it sometime. I'll need a good excuse for buying potato vodka at my store though...
The site belongs Juan Soulié, a good-looking chap from Spain, methinks.
He made cplusplus.com during his time in university, but has his hands full with other stuff now. You can try to contact him via admin or his username, Twicker, but he rarely checks either anymore due to his aforementioned busy life.
(Honestly, this site is so old it predates https, and would basically require a complete rewrite that no-one wants to pay for.)

And in our dying moments we'll check ~/forum/myposts.cgi one last time and he'll get an advertising royalty check for it, heh.
Yes, I've created new threads on numerous occasions, made one earlier today, the problems with the format buttons and preview have been known for quite some time.
I didn't say the site is perfect, far from it. It works now, somewhat half-arsed. Hence, my use of quotes on "broke."
Clearly the admin doesn't seem to be too interested in spending the time, effort and money to fix things around here.
The site runs ads and keeping a website up and running doesn't really cost much. Its not even HTTPS. I can't imagine this site is costing the owner much. He might be making some revenue actually.
The site supports HTTPS, it just doesn't automatically redirect to https:// by default, and I don't think most links from outside are https://. You can manually edit the URL if you want.
For those demanding the admin fix things for free, buy out the admin instead. Then you can spend time, effort and money maintaining the site.

I'd certainly love to buy out the admin(s) and maintain this site— I think it's great, albeit a bit out of date (C++11, for cripes sake).
Someone is doing some minimal administrative work, if only in the breach.
The site's "copyright" is updated to 2021, and in the not too distant past we had a couple of very abusive trolls wrecking havoc. The buggers got stomped on. It took several months, but it happened.
